The hypothesis is formed from a plurality of peak trajectories, and a new peak trajectory can be obtained by connecting an observation value of the present time or a prediction value to an existing peak trajectory in a time-sequential manner. The prediction value is calculated by applying a predetermined change model to the existing peak trajectory. A hypothesis evaluation section 109 calculates likelihood of the change model on the basis of the prediction value and the observation value, calculates hypothesis reliability that is reliability of the hypothesis on the basis of the likelihood of the change model applied to the peak trajectories forming the hypothesis, and selects a best hypothesis that is a most satisfactory hypothesis. A primary scattering estimation section 110 determines a peak trajectory corresponding to primary scattering of Bragg scattering on the basis of sources of the peak trajectory from among the peak trajectories included in the best hypothesis and calculates a Doppler speed of an observation object.</p>
