PROBLEM TO BE SOLVED: To provide a projector capable of preventing growth in size, and a head-up display device having the same.SOLUTION: A head-up display device 1 (projector) of the present invention includes; a red LD 18a, a green LD 18b, and a blue LD 18c for generating laser light in accordance with an input image signal; a projection unit 21 which includes a MEMS mirror 21a for scanning the laser light and projects images on a windshield 2; a neutral density filter unit 20 which modifies transmittance of the irradiated laser light in stages to make coarse adjustment of brightness of a projected image; and a laser control unit 12 which controls output level of the irradiated laser light to change laser light volume, making fine adjustment of brightness of the projected image thereby.
