PROBLEM TO BE SOLVED: To provide a protective agent supply roller capable of supplying an image carrier protective agent scraped from an image carrier protective agent block to a surface of an image carrier stably for a long period and efficiently with a low pressure.SOLUTION: The protective agent supply roller has a foamed elastic layer formed of foamed polyurethane that is in sliding contact with the image carrier and the image carrier protective agent block. Cell diameters of open cells that are open on the surface of the foamed elastic layer are in the range of 300μm or more and 1000μm or less. Fine particles are fixed in the open cells.
