In the present invention, a base station relating to the first feature manages a cell. The base station is provided with: a transmission unit that transmits wireless signals; a control unit that performs intermittent transmission for intermittently starting up the transmission unit; and a receiving unit that receives a communication request from a user terminal in the cell. When performing the intermittent transmission, the control unit temporarily changes a start-up pattern of the transmission unit corresponding to reception of the communication request, and notifies the user terminal of pattern information indicating the start-up pattern after the change.
