PROBLEM TO BE SOLVED: To provide user communication equipment (UE) performing flow control.SOLUTION: A mobile device identifies data congestion, to transmit a data rate change radio signal recommended to a base station currently transmitting data to the UE (for example, recommended reduced data rate). The base station reduces a downlink (DL) data rate. The UE can receive data from the base station at the reduced data rate. The flow control can be mounted on the base station side (for example, referred to as the network (NW) side in some cases) on the basis of the change of the reduced data rate determined by the UE and transmitted to the base station. The data rate transmission to the UE is reduced so as to enable successful processing of the received data by the UE and successful execution of the function thereof. |
