PROBLEM TO BE SOLVED: To reduce the times of blind decoding on a terminal without increasing CCE block rate even when plural unit bands are set on the terminal.SOLUTION: A search space setting section (103) sets a common search space to a terminal which performs communication using plural unit bands and to other terminals on the basis of plural unit bands, and sets a specific search space to the terminal on the basis of plural unit bands. An assignment section (106) assigns a piece of control information only to a CCE within the common search space which is set to the specific unit band in the plural unit bands or only to a CCE within the individual search space which is set in the specific unit band. Or, the assignment section (106) assigns a piece of control information only to CCE within the common search space in the common search space and individual search space each set in plural unit bands.
