PROBLEM TO BE SOLVED: To convert garbage incineration ashes into a resource as a cement raw material while suppressing equipment cost and an operation cost.SOLUTION: A device for converting garbage incineration ash into a cement raw material 1 comprises: a slurrying unit 3 in which water is added to the garbage incineration ashes BA, and agitated while mud undo-processing thereby slurrying the ashes; a first classifier 4 which classifies a main ash slurry S1 slurried by the slurrying unit into coarse particles and a slurry S2 containing fine particles; a second classifier 5 which further classifies the slurry containing the fine particles classified by the first classifier into a slurry S3 containing coarse particles and a slurry S4 containing fine particles; a reaction tank 7 in which a sour gas G or an acid is added to the slurry S4 containing the fine particles classified by the second classifier; and a solid-liquid separator 9 which performs solid-liquid separation of a slurry S6 containing fine particles discharged from the reaction tank.
