PROBLEM TO BE SOLVED: To provide a vehicle control device and system capable of performing vehicle control and drive support quickly at an early stage.SOLUTION: The vehicle control device of the embodiment comprises: a determination part for determining whether a foot of a driver comes close to a pedal of a vehicle or not; and a control part for controlling so as to perform preparation operation which is a pre-stage of operation in a case that the pedal is stepped into by a foot when determined that the foot of the driver comes close to the pedal.
