PROBLEM TO BE SOLVED: To efficiently capture traffic without causing a packet loss if a large amount of traffic occurs.SOLUTION: A management system 1 for managing a plurality of VLANs includes: a signal amount acquisition unit 10 for acquiring the signal amount of signals received by each VLAN; an excess VLAN detection unit 11 for detecting an excess VLAN having an excess of a preset signal amount; a same VLAN group identification unit 12 for identifying the same VLAN group that receives signals of the same protocol; an aggregation VLAN determination unit 13 for determining an aggregation VLAN in the same VLAN group; an aggregation setting unit 14 for setting in a manner that the aggregation VLAN receives all signals currently received by the same VLAN group; and a distribution setting unit 15 for setting in a manner that another VLAN than the aggregation VLAN among the same VLAN group receives a part of signals currently received by the excess VLAN.
