The objective of the invention is to suppress, even if a plurality of cells are arranged at a high density, the interference between the cells. A radio base station is provided with: a reception unit that receives uplink signals transmitted from user terminals; and an interference estimation unit that estimates, on the basis of uplink signals transmitted from user terminals in other cells, the levels of interferences caused by the other cells. The interference estimation unit estimates the interference levels of the respective cells on the basis of uplink signals for which different resource positions in the different cells are blanked. The radio base station is also provided with a control unit that performs control to blank predetermined resource positions for the uplink signals transmitted by the user terminals in charge.
