[Solution] A radio parameter control apparatus (10) for controlling the radio parameters of a radio base station (20) comprises: a measured data analysis unit (101) that analyzes data measured by a plurality of radio terminals including radio terminals each being in an idle state, thereby detecting blind areas in the radio cell; and a radio parameter control unit (102) that controls the radio parameters of the radio base station on the basis of information related to the blind areas.
