PROBLEM TO BE SOLVED: To provide a light-emitting device increasing a region for forming a wiring pattern in a substrate and also securing insulation performance in a simple structure, and to provide a lighting fixture having the light-emitting device.SOLUTION: The light-emitting device includes: a substrate 21 on which a plurality of light-emitting elements 22 are mounted; a wiring pattern 21a formed on the front surface side and the back surface side of the substrate 21; a plurality of through holes 21b formed on the substrate 21 and connecting the wiring pattern 21a on the front surface side and the wiring pattern 21a on the back surface side; and a heat radiation member 1 thermally connected to the back surface side of the substrate 21 and also having recessed parts 12 formed so as to be continued from the back surface side of the substrate 21 corresponding to the plurality of through holes 21b.
