PROBLEM TO BE SOLVED: To provide a monitoring device and a monitoring system which are capable of detecting even objects other than moving objects as detection targets, existing in a detection area without degradation of monitoring performance.SOLUTION: An area sensor device 2 (monitor) of a monitoring system 1 includes: object detection means which detects the existence of objects within a detection area; determination means which performs a step (a) of determining, as moving objects, objects moving within the detection area in a preliminarily determined movement condition and a step (b) of determining, as objects other than moving objects, objects not determined as the moving objects out of detected objects; and output means which outputs the determination result of the determination means. The determination means starts the step (b) on the condition that the step (a) has been performed. |
