PROBLEM TO BE SOLVED: To provide an illumination device that illuminates an illumination object area (an image forming area) without causing a conspicuous speckle noise, and to provide a projection video display device.SOLUTION: An illumination device comprises: a light source 11 for emitting coherent light; a light scanning unit 15 for scanning the coherent light emitted from the light source 11; and an optical path conversion system 21 which is set so that the coherent light scanned by the light scanning unit 15 illuminates an illumination object area by temporally superposing illumination. An incident angle of the coherent light to each point in the illumination object area is temporally changed.
