In an embodiment, a noise determination device that determines the presence or absence of noise in a constant-value input signal outputted by an external device in an environment with periodic noise is provided with the following: a sampling unit that samples the input signal three times; a sampling-interval setting unit that sets the interval between the first and second samples to a value that is not an integer multiple of the period of the periodic noise and sets the interval between the second and third samples to an interval that is at least long enough for the periodic noise to decay sufficiently; and a noise determination unit that determines that the aforementioned noise is not superimposed onto the input signal if and only if the first, second, and third samples are all the same.
