PROBLEM TO BE SOLVED: To provide an image determination server capable of easily determining reliability of a certain photographed image.SOLUTION: A image determination server comprises: recording means for recording ground bird's-eye view images; receiving means for receiving photographed images and positional information of the photographed images; ground bird's-eye view image creating means for cutting out a predetermined ground bird's-eye view image corresponding to the positional information out of ground bird's-eye view images recorded in the recording means; characteristic portion acquiring means for acquiring a first characteristic portion shown in the photographed image and a second characteristic portion shown in the predetermined ground bird's-eye view image; coincidence degree calculation means for calculating coincidence degree between the first and second characteristic portion acquired by the characteristic portion acquiring means; and reliability determination means for determining whether or not the coincidence degree calculated by the coincidence degree calculation means is a predetermined value or more.
