In order to suppress reduction in coding efficiency and to reduce the amount of computation when determining a block structure in an area for a encoding target, a video encoding device comprises: a block selection unit that selects, as target blocks and in a predetermined order, each block obtained by recursively separating encoding target blocks; a block size acquisition unit that obtains the minimum block size for adjacent blocks, for each selected target block; an evaluation value calculation unit that calculates an evaluation value for a target block, if the block size of the target block matches the obtained block size, a block size one level larger than the obtained block size, or a block size one level smaller than the obtained block size; and a block configuration determination unit that determines the combination of blocks configuring an area inside the encoding target block, on the basis of the evaluation value. |
