PROBLEM TO BE SOLVED: To provide a ticket medium processor and a ticket medium processing method capable of performing the issue of a ticket medium whose duplication is difficult and ticket examination processing using the ticket medium.SOLUTION: The ticket medium processor includes: instruction means for accepting the issue instruction of a ticket medium having ticket examination information necessary for ticket examination processing; reading means for irradiating an original ticket medium having a unique identifier readable only by means of the rays of light within a specific wavelength range with the rays of light within the specific wavelength range to read the identifier on the basis of the acceptance of the issue instruction via the instruction means; two-dimensional code creation means for creating a two-dimensional code by encrypting the ticket examination information necessary for the ticket examination processing by using a value acquired from the identifier read by the reading means as a key; and printing means for printing the two-dimensional code created by the two-dimensional code creation means on the original ticket medium.
