A drive control system (1) for a hydraulic shovel (2) is provided with a control device (50). The drive control device (50) is configured in such a manner that, when accelerating a rotatable body (5) to a target rotational speed, the drive control device (50) controls the operation of an electric motor driving device (36) so that an electric motor (34) outputs high-efficiency torque by which the highest electric power efficiency can be obtained at the target rotational speed. The control device (50) is configured to control the operation of a hydraulic supply device (9) so that a hydraulic motor (33) outputs residual torque obtained by deducting the high-efficiency torque from target torque.
