A mobile communication system associated with a first feature has a base station that manages a cell. Said base station is provided with the following: a transmission unit that transmits wireless signals to user terminals in the aforementioned cell; and a base-station-side control unit that sets transmission-suspension intervals during which the operation of the transmission unit is stopped. The transmission unit intermittently transmits a cell-specific reference signal, which is one type of wireless signal. The base-station-side control unit sets the aforementioned transmission-suspension intervals in periods during which the transmission unit is not transmitting the cell-specific reference signal.
