<P>PROBLEM TO BE SOLVED: To present quantitatively and comprehensibly an effect when migrating a plurality of systems to another system environment. <P>SOLUTION: A migration plan creation support device comprises: a schedule unit for storing two or more pieces of constraint information including information of operation constraints which include each of one or more systems operation order or operation intervals, internal constraints which concern the operations within one system, and external constraints which concern the operations between two or more systems, and storing annual total cost conditions, determining the operations of each year during n years for each system so as to meet the two or more pieces of constraint information and meet the annual total cost conditions, and acquiring operation identification information which corresponds to each year and each system; and an output unit for calculating overall costs of two or more systems for each year by using the operation identification information acquired by the schedule unit, and outputting the overall costs of two or more systems for each year after migrating to the other system environment.
