<p><P>PROBLEM TO BE SOLVED: To enable a water level to be monitored without requiring preparations in advance. <P>SOLUTION: A water level monitoring device 10 acquires an observation image picked up by a camera 30 so disposed as to be able to photograph a prescribed water area and covering an observation point that is to be observed out of the water area. Further, the water level monitoring device 10 detects, out of a plurality of lines that are obtained from the observation image by edge detection and whose mutually relative directions are similar, a first line whose shape does not vary among the frames of the observation image and is positioned uppermost on the observation image. Further, the water level monitoring device 10 detects, out of the plurality of lines that are obtained from the observation image by edge detection and whose mutually relative directions are similar, a second line whose shape varies among the frames of the observation image.
