A dynamic resource allocation device of a first base station, which manages a first cell in a cellular communications system including the first cell and a plurality of adjacent cells which is adjacent to the first cell, determines a time resource division vector that a time resource division cycle is composed of a plurality of time division sections and calculates and updates the time resource division vector maximizing utilities of a user terminal in a preset objective function. A first time division section of the time division sections is operated as time resource recycle coefficient 1 on the user terminal located in the center area of the adjacent cells and the first cell. The reset time division sections except for the first time division section of the time division sections are operated as time resource recycle coefficient n on the user terminal located on a cell boundary area of the adjacent cells and the first cell.
