PROBLEM TO BE SOLVED: To provide an adhesive polyorganosiloxane composition having good adhesion to both noble metal substrates such as Ag and PPA substrates. SOLUTION: The composition contains (A) 100 pts.wt. of a polyorganosiloxane having an alkenyl group, (B) polyorganohydrogensiloxane in an amount of 0.1-4.0 hydrogen atoms per one alkenyl group, (C) a 0.001 to 5 pts.wt. (total metal amount) of an organic metal compound selected from an organic Zn compound, an organic Zr compound, and an organic Ti compound, (D) as adhesion-imparting agents, (D1) (i) a functional group selected from among an epoxy group, a glycidoxy group, and an alkoxysilyl group, (ii) an isocyanuric acid derivative having a cross-linking vinyl group and/or an Si-H group and (D2) a silane or siloxane having a functional group selected from among an epoxy group, glycidoxy group, and an alkoxy group, and (E) a platinum-based catalyst in a catalysis amount.
