The present invention provides an in-vehicle communications system capable of suitably performing relay between multiple of in-vehicle networks when a new in-vehicle device accesses the in-vehicle network, and of preventing adverse affecting upon the whole system when an unclean in-vehicle device accesses, and an in-vehicle delay apparatus. A gateway (10) to relay information between multiple in-vehicle networks (NW1 to NW3) stores a rooting map necessary to determine a relay part of information. When a new ECU (58) accesses in-vehicle networks (NW1 to NW3), the security controller (30) communicates with a server device (9) to acquire a new rooting map, determines whether the acquired rooting map is normal, and updates a rooting map of a gateway (10). When the relay part of received information is not present as a result of determining the relay part based on the stored rooting map, the gateway (10) reports the result.
