Disclosed in the present invention are an insulating film composite, a method for forming an insulating film of a non-oriented electrical steel sheet using the same, and a non-oriented electrical steel sheet. The insulating film composite includes complex metal phosphate, an epoxy-based organic/inorganic complex, and a pro-oxidant. For 100 parts by weight of the complex metal phosphate, 50-150 parts by weight of the epoxy-based organic/inorganic complex and 0.05-0.5 parts by weight of the pro-oxidant are contained. |
