The present invention relates to a precipitation and water level alarming system considering a water level in a river and the precipitation in a recent period, and an operation method thereof. The provided system and method includes: a rain station for calculating a precipitation rate by measuring the amount of rainfall, and for generating precipitation event information in consideration of the precipitation rate and the amount of recent rainfall; a water level station for producing water level event information or water level status information by measuring the amount of the water level; a control station for receiving precipitation event information and the water level event information from the rain station and the water level station; and an alarming station for alarming a disaster warning by receiving a warning signal indicating the disaster warning issued from the control station. |
