Disclosed are a method and an apparatus to control a media access control (MAC) layer protocol for device-to-device communications although an identifier (ID) of a target terminal is unknown. The apparatus to control the MAC protocol provided in the present invention comprises: a target terminal determining part selecting primary target terminals using relative distance information of the target terminal intended to be communicated from a main terminal, and determining a final target terminal using relative distance information between the main terminal and the primary target terminals; a transmitting part transmitting a selection alarm message and a relative distance information request message generated by the target terminal determining part to the primary target terminals; and a receiving part receiving a response message to the selection alarm message and the relative distance information to determine the final target terminal from the primary target terminals.
