PROBLEM TO BE SOLVED: To provide an alkaline secondary battery in which short circuit can be prevented or suppressed during charge.SOLUTION: An alkaline secondary battery has a positive electrode, a negative electrode, and water-containing electrolyte having hydroxide ion conductivity interposed between the positive electrode and negative electrode. An anion conductive layer is provided on the boundary surface of the negative electrode and water-containing electrolyte. The anion conductive layer includes an insulating porous body having multiple pores, and an anion conductive polymer filling the pores. The insulating porous body having multiple pores is composed of a polymer material.
