PROBLEM TO BE SOLVED: To provide a decorative sheet having anti-slip properties required to a decorative sheet and also having excellent scratch resistance, stain resistance and designability by presenting low glossy feeling, and manufacturing method thereof.SOLUTION: A decorative sheet at least comprises a solid printing glossiness adjustment layer and a surface protective layer laminated in this order on a substrate sheet. In the decorative sheet, (1) the solid printing glossiness adjustment layer includes fine particles; and (2) center line average roughness Ra (JIS B0601:1982) of a front face of the solid printing glossiness adjustment layer is 0.5 μm or higher.
