PROBLEM TO BE SOLVED: To provide a piezoelectric/electrostrictive element which can be improved in adhesion of a conductive layer to a ceramic substrate, and to provide a wiring board.SOLUTION: A piezoelectric/electrostrictive element 100 includes a piezoelectric body 10 (an example of a substrate), a first adhesion layer 20 (an example of an adhesion layer), a first conductive layer 30 (an example of a conductive layer), and a first anchor part 40 (an example of an anchor part). The piezoelectric body 10 contains ceramic as a main component. The first adhesion layer 20 is formed on a first main surface 10S (an example of a main surface) of the piezoelectric body 10 and contains a metal oxide as a main component. The first conductive layer 30 is formed on the first adhesion layer 20. The first anchor part 40 is formed on the first adhesion layer 20 and bites into the first conductive layer 30. The first anchor part 40 contains glass as a main component. |
