PROBLEM TO BE SOLVED: To prevent, in a method to charge an image carrier by using charging bias including AC bias, a reduction in image quality caused by the AC bias.SOLUTION: A light beam detection signal generating unit 25 generates a light beam detection signal BD to be a reference of a timing to draw a main scanning line. A reference pulse generating unit (first reference pulse generating unit 503) generates a reference pulse (first reference pulse P1) having the same cycle as a cycle in which the light beam detection signal BD is generated. A light beam detection signal adjusting unit 43 controls a light deflector 20 to coincide a phase of the light beam detection signal BD with a phase of the reference pulse (first reference pulse P1) so as to adjust the rotation of a polygon mirror 21. A clock adjusting unit 47 adjusts a timing at which a clock generating unit 51 generates a clock CK so that a value of charging bias V at a timing synchronized with a predetermined reference phase of the reference pulse (first reference pulse P1) becomes a predetermined value V3.
