PROBLEM TO BE SOLVED: To provide an actuator and optical scanner which can be made more compact while securing required bonding strength between a light reflection plate and a spacer, and to provide an image display device having such the optical scanner.SOLUTION: An optical scanner 1 includes; a base part 111 which is swingable around a Y-axis; a frame body part 13 which is swingable around an X-axis which crosses the Y-axis; a first shaft section which connects the base part 111 and the frame body part 13 to each other and supports the base part 111 so that the base part 111 can swing around the Y-axis with respect to the frame body part 13; second shaft sections which support the frame body part 13 so that the frame part 13 can swing around the X-axis; a light reflection plate 113 provided with a light reflection part 114 having light reflectivity; and a spacer 112 which protrudes from the base part 111 in a thickness direction of the base part 111 and further from the first shaft section or the second shaft sections and is bonded to the light reflection plate 113. A width of an end face of the spacer 112 on a side of the light reflection plate 113 is greater than a width of an end face thereof on a side of the base unit 111.
