PROBLEM TO BE SOLVED: To support the obtaining of the flow of an event by a training scenario creator.SOLUTION: A training scenario creation system includes: an event storage unit for storing an event and event related information as information related to the event in association with each other; an operation input unit for undergoing a user operation; an event extraction unit for extracting the event associated with the shown event related information when the operation input unit undergoes the user operation showing the event related information; and a connection relation setting unit for setting a connection relation of the event extracted by the event extraction unit in accordance with the user operation and for creating a scenario.
