PROBLEM TO BE SOLVED: To provide a mechanism which can prevent a medicine from a hopper from leaking to the outside of packaging paper.SOLUTION: A detection sensor 1701 is provided for detecting packaging paper 710 into which a hopper 505 is inserted, and according to the result of detection by the detection sensor, whether the hopper is inserted into the packaging paper is determined and its determination result is output.
