PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing absorption of moisture by a brush roller and thereby stably forming an image, and a method for manufacturing the developing device.SOLUTION: In a developing device 1 comprising a housing 3 which houses toner T including hydrophobic inorganic particles and a brush roller 9 which carries the toner T by brush fiber 13, the toner T is attached to a second part 9A of the brush roller 9 exposed from the housing 3, thereby suppressing absorption of moisture by the brush fiber 13 to suppress generation of fogging.
