PROBLEM TO BE SOLVED: To provide a disaster-time communication supporting device, a disaster-time communication supporting method, and a disaster-time communication supporting program that allow at least an important phenomenon to be transmitted quickly even in a congested communication environment such as a disaster-stricken site.SOLUTION: In a disaster-time communication supporting system 100, a control unit 111 comprises: an image feature point extraction unit 111a that extracts an important image feature point that allows a disaster situation to be learned from photographed image information in a situation in which a disaster is occurring; and a mode switching reception unit 111b for receiving switching between a normal time mode in which there is no communication regulation and a disaster time mode in which there is communication regulation. The control unit 111 performs control to transmit image information and related information in the normal time mode, and to transmit an image feature point and event information in the disaster time mode. The control unit 111 performs control in the disaster time mode to read out the image feature point and the phenomenon information that were associated and stored, and to transmit them by use of a prescribed amount of data and taking prescribed time width on the time axis.
