PROBLEM TO BE SOLVED: To provide a disaster-time communication supporting device, a disaster-time communication supporting method, and a disaster-time communication supporting program that allow at least important information to be transmitted quickly even in a congested communication environment such as a disaster-stricken site.SOLUTION: In a disaster-time communication supporting system 100, a control unit 111 comprises: a partial image extraction unit 111a that clips out an important partial image including meaning that allows a place at disaster time or an individual to be identified from photographed image information at a normal time mode in which there is no communication regulation; and a mode switching reception unit 111b for receiving switching between the normal time mode in which there is no communication regulation and a disaster time mode in which there is communication regulation. The control unit 111 performs control to transmit image information and related information in the normal time mode, and to transmit partial image information and related information in the disaster-time mode. The control unit 111 performs control in the disaster time mode to read out image information and partial image information that were associated and stored, and to transmit them by use of a prescribed amount of data and taking prescribed time width on the time axis.
