PROBLEM TO BE SOLVED: To provide a disaster-time communication supporting device, a disaster-time communication supporting method, and a disaster-time communication supporting program that allow the identity of a victim to be identified quickly and smoothly even in a congested communication environment such as a disaster-stricken site.SOLUTION: A disaster-time communication supporting system 100 comprises a control unit 111, a storage unit 112, a key input unit 113, an LCD display unit 114, a touch panel 115, and a camera 116. The control unit 111 comprises: a dental medical information acquisition unit 111a for acquiring dental chart information representing the state of teeth and its dental medical image as dental medical information; an arrangement information generating unit 111b for generating arrangement information, into which arrangement of the state of teeth is encoded, from the dental chart information; a communication unit for transmitting the dental medical information to a server side; and a mode switching reception unit 111c for receiving switching between a normal time mode in which there is no communication regulation and a disaster time mode in which there is communication regulation. The control unit 111 performs control to transmit the dental medical information in the normal time mode, and transmits the arrangement information in the disaster time mode. |
