PROBLEM TO BE SOLVED: To enable accurate speech quality prediction performing quality measurement by the same communication scheme as an actual telephone call before the telephone call.SOLUTION: The invention comprises: voice communication quality requesting means that transmits voice packets at a prescribed interval via a network and requests measurement of voice communication quality; and voice communication quality measuring means that receives the voice packets from the voice communication quality requesting means and measures voice communication quality. The voice communication quality measuring means analyzes at least fluctuation in the voice packets and the presence or absence of packet loss, monitors the amount of storage, depletion and overflow situation of a jitter buffer, refers to preset quality criterion information, measures voice communication quality by use of each piece of measurement data of the reception state of the voice packets and the storage situation of the jitter buffer and/or combination of multiple pieces of the measurement data, and outputs the quality measurement result.
