An apparatus and a structure having panning and tilting functions to vertically move and rotate a camera are provided. The apparatus having panning and tilting functions to vertically move and rotate a camera includes: a base part; a panning part provided on the base part coupled to the base part to rotate about a first axis having at least one hinge coupling part protruding on an upper surface of the panning part; a hinge coupling part provided on the panning part to be hinged to at least one hinge coupling part of the panning part; a tilting part rotatable about a second axis different from the first axis; a first coupling part provided on an upper surface of the tilting part and complementarily coupled to a bottom surface of a camera; and a second coupling part provided on a bottom surface of the base part, and complementarily coupled to a bottom surface of an auxiliary device for the camera. |
