PURPOSE: An electric scooter lend management server and a lend system can quickly check if there is an accident and deal with the problem as quickly as possible. CONSTITUTION: A state information producing part for an electric scooter continuously senses information on operating state and state of a car, which can be basis of checking if there is an accident or not, and it produces operating state information (S10). An accident determination part of a lend management server compares the operating state information received from the electric scooter with data of a normal state, thereby determining if there is an accident (S13). Deciding that an accident is occurred, it determinates the seriousness of the accident (S15). A measure taking part selects optimal measures to deal with the accident and performs the measures (S17, S19).
