PROBLEM TO BE SOLVED: To provide a communication system, a relay device, and a communication method that can achieve enhanced security in the case of controlling an apparatus such as a power meter and acquiring data by connecting a self-supporting and distributed short-range radio communication network such as a smart utility network and a public radio communication network.SOLUTION: A relay device 100 together with a radio base station 40 sets a radio bearer about which security is secured by use of a secret key associated with the relay device 100 in a public radio communication network 30. Furthermore, the relay device 100 obtains a secret key associated with a terminal device 200A from an HSS 50 via the radio bearer, and performs security setting processing including authentication of the terminal device 200A by use of the obtained secret key. |
