PROBLEM TO BE SOLVED: To increase an amount of possible preemphasis control by controlling the average optical input power of a transmission amplifier.SOLUTION: Transmission equipment includes: a transmission amplifier control unit for determining the target value of an average optical input power of the transmission amplifier, on the basis of an index based on transmission quality from the output of the transmission amplifier to the output of a reception amplifier of reception side equipment; and a preemphasis control unit for determining an adjustment amount of transmission optical power for each wavelength, on the basis of the target value and wavelength-by-wavelength reception optical power in the output of the reception amplifier.
