PROBLEM TO BE SOLVED: To provide a feeder capable of separating and feeding stacked media, and to provide a recording device having the feeder.SOLUTION: The feeder includes: a sheet cassette 21 having a placement surface 21a on which multiple sheets P can be placed in a stacked state; an abutment surface 27a standing in an oblique direction from a side of one end of the placement surface 21a of the sheet cassette 21; and a first resistance part 41 for, when a sheet P stored in the sheet cassette 21 is delivered in a direction along the placement surface 21a and a tip of the sheet P comes in contact with the first resistance part, giving the load acting as movement resistance to the sheet P. The abutment surface 27a has: a central area C including a part, in a vertical direction Z, from a maximum placement position B corresponding to a stack height of a maximum number of the sheets P capable of being placed on the placement surface 21a in the stacked state; and an upper area D above the central area C. The load that the sheet P receives from the first resistance part 41 when passing through the upper area D is larger than the load that the sheet P receives when passing through the central area C.
