PROBLEM TO BE SOLVED: To seal a drain hole with higher airtightness, and securely prevent penetration of water even when a car is washed or is water-damaged.SOLUTION: An insertion hole 21a is penetrated in a center of a disc part 21 having a diameter a little smaller than a diameter of a drain hole 1, and three discharge holes 21b are penetrated in a periphery of the insertion hole 21a. A peripheral edge part 22 having a groove part 22a of a V shape in cross section is integrally formed so that an inner side of an open end of the groove part 22a is continued to a peripheral edge of the disc part 21. A seal lip part 23 is integrally formed on an outer circumferential upper end of the open end of the groove part 22a of the peripheral edge part 22. When a plug main body 2 is inserted in the drain hole 1 from a vehicle inner side with the open end of the groove part 22a of the peripheral edge part 22 on the vehicle inner side, the plug main body 2 is easily inserted in the drain hole 1 by deforming an outer side of the peripheral edge part 22, and the seal lip part 23 is tightly attached to an inner surface of a panel P on a peripheral edge of the drain hole 1. A pin part 32 of a valve 3 is inserted in the insertion hole 21a of the plug main body 2 from a vehicle outer side while the discharge hole 21b is tightly closed by adhering a base part 31 of the valve 3 to an inner circumference surface of the peripheral edge part 22 of the plug main body 2.
