PROBLEM TO BE SOLVED: To provide a new and novel gas exhaust valve in constituting a case by a cylindrical case body and a pair of lid bodies blocking openings at both ends, in a power storage element and a power storage device.SOLUTION: A power storage element according to the present invention comprises: an electrode body including a positive electrode plate and a negative electrode plate isolated from each other; and a case for housing the electrode body. The case comprises: a cylindrical case body having a pair of opening edges at both ends; a first lid body jointed to one opening edge; and a second lid body jointed to the other opening edge. Voltage withstanding limit of one of the first and second lid bodies and the case body is smaller than that of the other lid body and the case body.
