PROBLEM TO BE SOLVED: To provide a scribing wheel which hardly chips a cutting edge when using a scribing wheel formed with a plurality of grooves at the cutting edge by grind-wheel machining, a scribing device, and a method of manufacturing a scribing wheel.SOLUTION: A scribing wheel is formed with grooves 44 at a cutting edge 43. The grooves 44 are formed by bent curve portions 46, first straight line portions 47a extending from one ends of the curve portions to cutting edges 43 on one side, and second straight line portions 47b extending from the other ends of the curve portions 46 to cutting edges 43 on the other side.
