PROBLEM TO BE SOLVED: To construct a plurality of networks that can communicate with each other without dissolving an existing network.SOLUTION: A communication device comprises: a communication unit 61 that has at least two or more communication forms, and communicates by one communication form of them; a communication form change request unit 62 that requests change to a communication form used by another communication device from an own device side network, or requests change to the communication form used by the own device from another communication device side network; a change propriety determination unit 63 that determines the change of the communication form is possible or not on the basis of a response from the own device side network or the other communication device side network; and a communication form change unit 64 that changes the communication form of the own device side network to the communication form of the other communication device side network, or changes the communication form of the other communication device side network to the communication form of the own device side network if it was determined that the change is possible.
