PROBLEM TO BE SOLVED: To provide a power storage device having a good charge transfer efficiency per unit time, and capable of selecting a battery cell on the discharge side and charge side freely, and to provide a battery controller and a battery control method.SOLUTION: A power storage device 10 determines a discharge battery cell group and a charge battery cell group based on the voltage each of a plurality of battery cells 210, sets the connection destination of a first terminal pair 110 to the discharge battery cell group thus determined, and sets the connection destination of a second terminal pair 120 to the charge battery cell group thus determined. While insulating the first terminal pair and second terminal pair, a first voltage to be applied to the first terminal pair 110 is converted into a second voltage, based on the number of the battery cells 210 included in the discharge battery cell group and the number of the battery cells 210 included in the charge battery cell group, and the second voltage thus converted is applied to the second terminal pair 120. |
